In 2001, ISO agreed to the Russian proposal to establish ISO/TC 223 to standardize international emergency procedures.
In 2006, the first plenary meeting of ISO/TC 223 was held and it was decided to adopt the title “Societal security”. WG 1, WG 2, WG 3 and TG 1 were established to start the work on several standards.
In 2007, the first deliverable of the committee was published; ISO/PAS 22399 which describe a guideline for incident preparedness and operational continuity management. A Developing Country Contact Group was established to make sure that needs of the developing countries are considered in the work.
In 2008, it was decided to establish WG 4 to develop the management system standard ISO 22301. An ad-hoc group conducted a study regarding the needs for technology standardization within societal security
In 2009, a new work item proposal on terminology was approved. A workshop was held in Tokyo regarding Public Warning. WG 5 on Video surveillance was established to work on ISO 22311.
In 2010, new work item proposals on Public warning and Information sharing are approved. The committee identifies organizational resilience as an important topic to explore.
In 2011, the first ISO standard was published by the committee; ISO 22320 which is a standard within the field of emergency management that summarizes requirements for incident response. A Technical Report describing various of technological capabilities that should be standardized is published (ISO/TR 22312). The committee decided to initiate work on Guidelines for mass evacuation as well as Colour coded-alerts.
In 2012, the committee finalizes and published several standards: ISO 22300 on Terminology, ISO 22301 on Business Continuity Management (BCM) and ISO 22311 on Video surveillance formats
In 2013, several publications are made: ISO 22313 which provides further guidance on BCM and the ISO 22398 which includes Guidelines for exercises.
In 2014, the committee continued with the publications of ISO 22397 on partnership agreement and ISO 22315 which inlcudes guidelines for planning mass evacuation.
