ISO 22327:2018 Security and resilience - Emergency management - Guidelines for implementation of a community-based landslide early warning system

This International Standard provides guidelines for a landslide early warning system, which include the definition, understanding, method, procedure, implementation, as well as types of activities. This standard will be used by communities vulnerable to landslide, government agencies and non-governmental organizations at central, provincial, municipality/district, subdistrict, and village levels.

The standard will serve to empower individuals and communities who are vulnerable to landslides to act in sufficient time in appropriate ways to reduce the possibility of injuries, loss of life and damage to property and the environment. It is designed to encourage communities to play a much more active role in their own protection.

Its recommendations will include the following:

  • Risk assessment
  • Dissemination and communication
  • Establishment of disaster preparedness and response team
  • Development of evacuation route and map
  • Development of standard operating procedures
  • Monitoring, early warning, and evacuation drill
  • Commitment of the local government and community on the operation and maintenance of the whole system

Dwikorita Karnawati (Indonesia), the project leader responsible for the development of ISO 22327, explains:Dwikorita Karnawati

"Landslide mitigation should be carried out both by structural and non-structural efforts. Structural mitigation includes adjustment of slope geometry, slope reinforcement and protection and improvement of drainage system, all of which would require a high cost. Meanwhile, relocation is not possible for residents living in areas prone to landslide. In this condition, the most effective disaster risk reduction effort is non-structural mitigation through the improvement of the community’s  preparedness by implementing an early warning system.

The implementation of a community-based early warning system is in line with the Sendai Framework for Action of 2015-2030 with four (4) priorities in disaster risk reduction. The fourth priority emphasizes the improvement of preparedness in order to respond effectively to a disaster, by implementing a simple, low-cost early warning system and improving the dissemination of information about early warning of natural disasters at local and national levels."
