ISO 22395:2018 Security and resilience - Community resilience - Guidelines for supporting vulnerable persons in an emergency

This International Standard gives guidelines on how to identify people who are vulnerable to emergencies and how to support them in emergency preparedness response and recovery.

ISO 22395 provides guidance on how to address the needs of vulnerable persons not only immediately after a disaster, but also how to address long-term response and how to develop a plan to support vulnerable people in the event of an emergency. It includes both general guiding principles as well as practical guidance for users.

This International Standard is intended for use by organizations with responsibility for, or involvement in, part or all of the planning for working with vulnerable people in the different phases of emergency management. It is applicable to all types and sizes of organizations that are involved in emergency preparation, response and recovery activities, such as local, regional, and national governments; statutory bodies; international and non-governmental organizations; businesses; and public and community groups.

“It is widely acknowledged that people vulnerable to emergencies require specific kinds of assistance. However, there is less understanding and guidance on how to recognise the individuals and groups who are vulnerable in different emergency situations, and how to support them. This proposed International Standard will help organisations that want to ensure they are targeting the right people with the appropriate activities and level of support.“
